To consider an application for a Premises Licence at 21b Clarence Street, Staines-upon-Thames TW18 4SU, in the light of representations

The Chair introduced members and officers present and welcomed everyone to the meeting.
The Chair asked the applicant and the other parties present to introduce themselves. She then explained the procedure to be followed at the hearing.
The Council’s Licensing Enforcement Officer summarised the application which was set out in full in the report of the Deputy Chief Executive.
The hearing continued in accordance with the procedure, with a slight amendment to the order of presentation to accommodate availability of the Environmental Health Officer and the Home Office Immigration officer.
The Sub-Committee noted during representations that there were two separate documents with suggested conditions for the applications that were being referred to for amendments. The Sub-Committee requested an adjournment for responsible authorities and applicant to meet to discuss an agreeable set of conditions the sub-committee could consider alongside the licence application.

The hearing continued with the Sub-Committee, applicant, and representees having reference to the agreed set of conditions for the remainder of the meeting.
Having heard the evidence presented, the Sub-Committee retired to consider and determine the application, having regard to all four licensing objectives.
Upon reconvening, the Chair advised that Councillor Doran had been present for the whole of the deliberations and decision, but had been called away as the sub-committee meeting was due to reconvene. The Chair gave the Sub-Committee’s decision.
The full decision with reasons would be notified to the applicant and other parties within five working days of the hearing.
Resolved that the application for variation to the Premises Licence at 21b Clarence Street, Staines-upon-Thames be REFUSED as set out in full in the attached Decision Notice.
